That First Encounter
They say first impressions are important, and I am sure the dragons share that particular belief. Imagine that poor dragon, a new territory holder with a small clan of her own, going out to introduce herself to the new arrivals. She landed outside the chaotic mess of their containers, roughly imagining the edge of a nest, giving them plenty of space. she folded her wings respectfully and waited for an opportunity to introduce herself. These were probably the first off worlders she had ever met personally, but she had heard the stories. Instead of formal introductions, head nodding and careful first exchanges, there was shouting, screams and they threw things at her. In fact, they had weapons that challenged the strength of her shields.
It did not take her long to fly away, find a safe place to observe them as the humans ducked and hid in their flimsy unshielded containers. They exchanged panicked vocalizations as they scurried about, resembling a large group of gibbers. That was why she felt that they were no real threat. She informed the council that she did not think they had come to the planet on their own resources, but had been brought there, probably to save them from some unknown threat. They did have weapons, she warned them, but no connection to power and no real communication.
