Territory Dragon

It is funny how we need to put things in familiar terms, but the best way I have to describe a territory dragon is he is a king of his own fiefdom. He answers to a dragon council which answers to the planet and there will be much of the structure in later books, but while a territory dragon does not own the land, he or she does rule over all who live there. Presumably if nobody followed the territory dragon, they could be left alone in an empty territory.
