Who fits into the Combined Territory? It is not like a country, where everyone born within the border is now magically a citizen. A clan, according to dragon tradition, is chosen by the territory dragon, but individuals also choose to stay. Those become clan members, loyal to the territory, clan, and of course the territory dragon. If you disagree with the territory dragon’s rules, justice, or demands, fly away to a different territory, that’s why dragons have wings, after all. A territory dragon that tries to force loyalty is in violation of planetary rules, judged by the council, punishable by death. So in short the members of the clan choose the territory dragon they want to live beside. They choose their ruler, they choose their place, and even their role; but not through democracy, rather through mobility. Majority does not rule, the territory dragon does and the clan supports him or her, or they pack up their nest and leave to find another territory where they might earn their place.

It can’t be easy to sever the ties with a territory dragon, leave to search for a new home, wander until a territory is found willing to give you a chance to earn acceptance. However it also must be terrifying to be a territory dragon and have your clan willing to leave you over a decision, stance, or belief. Losing one nest is sad, two or more and a dragon needs to examine his or her own behavior and views. A territory dragon with no clan is powerless, and lonely.

As humans integrate into the planet and the power structure of Grabon and Heron’s clan, do they still retain that freedom? Can humans leave their houses and things to seek a better future with stronger leadership? Many dragons thought the humans were tied to their houses, much like territory dragons to their territories, unable to be full clan members. They were surprised to learn what will motivate humans to move houses is no different than what will motivate a dragon.
