Hess wants the market to be successful in bringing in people, both dragon and human so they can be educated about one another. Making money is a secondary concern. His partners, Tad, Pit and Thane are in agreement, which allows them to use resources differently than they would if their primary goal was to relieve visitors of their gold.

The clan, the territory, their mates and their mission; those are the concerns. The pull for Hess and Tad to join Grabon and Heron, to become part of the territory was not frivolous.
