Grabon as King
Anyone who has read my books realizes that a territory dragon is more like a king than anything else. Yet a territory dragon is held to a set of rules by the continental council. The council is answerable to the planet. In that way, there is accountability, but the system of government is definitely not like anything here.
Some people have said it is more like a medieval European system of lords and kings, but not really. A territory dragon is the ruler of their territory. They make life a death decisions for everyone. The greatest check on a territory dragon is that his clan always has the choice to stay and comply or leave. It is against the planet’s rules to force someone to stay.
To be a territory dragon you must have a sufficiently developed and strong power line capable of branching. Then a dragon must make the choice to assume the position and responsibility. Generally a dragon knows before sexual maturity whether he or she is capable of being a territory dragon and also whether that is a responsibility they are willing to assume.
Once the choice is made, a mature territory dragon claims his or her territory and then begins to attract a clan that will accept his or her leadership. Grabon does not seem to have any difficulty attracting clan members.
