Cooperation

While the government of a territory on NewEarth, as set by Dragon Rules, is a dictatorship, the dragons in essence vote with their wings. If they do not agree with the territory dragon, if they do not feel that there is an equitable exchange of power, they are free to fly and break the territory bonds.

A common idea is if a territory dragon is too harsh, or did not see to the needs of their clan, they would be ruling a territory with no other dragons, save his or her’s own mate. People have always found ways to express their disapproval of leadership, whether they had wings or not. The humans added to the story explaining the vast migrations of people on earth to join one government or escape another. It has been a common practice for thousands of years.

The dragons were stunned that even without wings, humans would still seek a better place to live, less restrictive rules, and more comfort. It turns out that dragons and humans had another thing in common, acknowledging leadership was the choice of the led, not the leaders. πŸ‘
