Combined Territories

Bryon, my promotion and tech wizard guy of extraordinary powers, suggested I put some kind of warning for spoilers. So consider yourself warned if you have not read book 6 and intend to, this post may contain information you would rather learn in the story.
That being said, Heron claims the second territory and the council refers to their territory of combined species and territories as the Combined Territories. The name naturally sticks and Heron is admitted to the council as the first human representative.
They told him their intention was to eventually have twelve human representatives to match their twelve dragon representatives, but they would start with Heron. Imagine representing your species… I think I might have crawled in a hole. Was there a way for him to decline? Did he even consider it? Does recognizing humans on the council add to their mission of peaceful coexistence or detract from it?
What do you think Heron was thinking, and do you suppose Porter and Lars were right and he and Grabon were listening as the council met and knew ahead of time and that was why Heron was so calm?
Was that really a council decision or is Heron somehow marked by the planet and her power so the council recognized one of their own? They seem to agree that a Grabon will eventually be on the council, but did the decision to include Heron surprise anyone?
