Grabon’s Response

Do you think Grabon is making trouble for himself, allowing other claims on his territory besides his own? In book two, we see how the other dragons respond to seeing Gordon’s claim and then they realize Heron has the woods. It is obviously against dragon tradition, but why? In book 3 other claims occur.
